Summary

Responsibilities

Serves as Store Manager of a Commissary having the full range of departments. Incumbent exercises full responsibility to plan, direct, coordinate and control the diverse day-to-day retail operations of the Sales Store. On a recurring basis may be required to perform department manager duties.

Position responsibilities include:

  • Planning, directing, coordinating and controlling the diverse day-to-day commissary department operation.
  • Resolving employee and customer complaints.
  • Acting as department manager (produce/meat/grocery).
  • Supervising department managers engaged in the operation of the store.
  • Providing guidance and training to subordinates in the execution of the display program.
  • Conducting periodic inspections for compliance with sanitation and safety requirements.
  • Assuring item requisitions are made to maintain appropriate stock levels.
  • Providing guidance and training to subordinates in the execution of the inventory requirements.
  • Ensuring that all inventories are conducted timely and accurately as required.

Qualifications

Your resume and supporting documents must show that you meet the qualifications (below) for the grade level or levels for which you are applying. When using education to qualify, the education must have equipped you with the knowledge and ability to perform the work of the position, as evidenced by on-the-job-training in food retail management or an internship or practicum in food retail management.

We write specialized experience qualifications requirements to the lowest equivalent grade level that meets the minimum specialized experience. What does this mean to applicants? Example: An applicant has one year of specialized experience at the GS-8 grade level and wants to apply for a GS-9. The GS-9 requires specialized experience equivalent to at least the GS-7. Since the applicant has specialized experience at a higher grade (i.e., GS-8) than is required (i.e., GS-7), the applicant can apply for the GS-9.

For GS-9: (A) one year of specialized experience equivalent to at least the GS-7 grade level or equivalent to at least GS-7 under other Federal service pay systems, private sector, or military, OR (B) master's or equivalent degree, or two full years of progressively higher graduate level education leading to such a degree, or LL.B. or J.D. (if related) with major study in business administration, public administration, agricultural economics (food industry management), or other fields related to the position, OR (C) a combination of experience and education that equals 100% of the qualification requirements.

For GS-10: (A) one year of specialized experience equivalent to at lest the GS-8 grade level or equivalent to at least GS-8 under other Federal service pay systems, private sector, or military, OR (B) two and one-half years of progressively higher graduate level education leading to such a degree with major study in business administration, public administration, agricultural economics (food industry management), or other fields related to the position, OR (C) a combination of experience and education that equals 100% of the qualification requirements.

For GS-11: (A) one year of specialized experience equivalent to at lest the GS-9 grade level or equivalent to at least GS-9 under other Federal service pay systems, private sector, or military, OR (B) three full years of progressively higher graduate level education leading to such a degree, or LL.M. (if related) with major study in business administration, public administration, agricultural economics (food industry management), or other fields related to the position, OR (C) a combination of experience and education that equals 100% of the qualification requirements.

For GS-12: One year of specialized experience equivalent to at least the GS-11 grade level or equivalent to at least GS-11 under other Federal service pay systems, private sector, or military.

Specialized experience is demonstrated knowledge of retail procurement and distribution methods; principles, procedures, and techniques of retail food merchandising and retail food store management; and developments in commercial retail food store items, equipment, and practices. Examples of creditable qualifying specialized experience include: (1) Managing a commissary store, supermarket, or similar type of commercial retail food store; (2) Managing a department in a retail food store; (3) Planning, standardizing, or controlling operations in an assigned group of retail food stores; (4) Developing, interpreting, or applying policies, procedures, and operating standards for use in a retail food store; and (5) Providing technical advice on merchandising and operational matters pertaining to grocery, meats, and produce supplies, as well as front-end operations.

Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

By the announcement closing date you must also meet the following requirements:

  • Time-in-grade applies to the promotion of current and former federal employees who hold or have held a permanent GS position in either the competitive or excepted service in the previous 52 weeks. Generally, you must serve at least 52 weeks at the next lower grade level to be considered for promotion. See the Required Documents section for information about the documents to include in your application package to show you meet time-in-grade.
  • Time after competitive appointment. Current federal civilian employees must have completed at least 90 days of federal civilian service since their latest nontemporary appointment from a competitive referral certificate. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens."

Education

For GS-9, GS-10, and GS-11: Education used to qualify for this position must be from an accredited school or educational institution recognized by the U.S. Department of Education and a copy of your transcript is required as part of your application package. For the application process, unofficial transcripts are acceptable if they contain the applicant's name, the name of the school, the date and degree that was awarded, and the list of classes and credits earned. Failure to provide transcripts will result in you being rated ineligible for this position. If selected, you must provide an official transcript before we set your entrance on duty date.

Foreign Education. If using education completed in foreign colleges or universities to meet the qualification requirements, you must show a private organization specializing in interpreting foreign education programs has deemed the foreign education equivalent to that gained in an accredited U.S. education program or show that a U.S. accredited college or university has given full credit for the foreign courses.

For GS-12: For this grade level, you must meet the qualification requirement through experience alone. You may not use education to qualify.
