OPEN COMPETITIVE OPPORTUNITY
This position requires you to work on site at one of our facilities
located throughout Broward County.
This is an OPS (Other Personal Services) positions and as such no
paid time off is offered. Health benefits will be offered for
full-time employment. OPS employees are eligible to participate in
a deferred compensation plan.

DUTIES
This is a highly responsible HIV/AIDS prevention position within
the Florida Department of Health-Broward County HIV Prevention
Program responsible for providing education, technical assistance,
and act as the liaison between the Broward County HIV/AIDS Program
office, Men Having Sex with Men (MSM) and Transgender Community in
Broward County. The incumbent will be responsible for planning and
conducting programs/interventions to prevent HIV infection and/or
improving prevention services already in place that address HIV
prevention services to the MSM & Transgender community within
Broward County. The position reports directly to the HIV/AIDS
Program Administrator.
Provides technical assistance (TA) and guidance to local county
health departments (CHDs) and community-based organizations (CBOs)
on development, implementation, evaluation, and expansion of HIV
prevention programs and/or services for the MSM and Transgender
community. Assesses and evaluates Broward County HIV prevention
programs that target the MSM community and identify
challenges/needs. Identify gatekeepers in the MSM and Transgender
community. Works with MSM & Transgender Advisory Council to address
issues affecting MSM and Transgender Community. Regularly review
Broward County HIV/AIDS data and recommend changes to prevention
programs based on this data and/or other evidence based data, in
collaboration and consultation with the Monitoring and Evaluation
(M&E) Consultant, Minority AIDS Coordinator (MAC), Early
Intervention Consultant (EIC), and HIV/AIDS Program Coordinator
(HAPC). Share recommendations for implementations of new strategies
and/or venues to reach out to MSM & Transgender. Serve as an
HIV/AIDS health education advisor to internal and external partners
including, but not limited to, health departments, Ryan White Part
A office, community based organizations, and CDC-funded providers
in HIV prevention matters related to the MSM & Transgender
community. Assists in programmatic monitoring site visits of
contractual providers delivering HIV services to MSM & Transgender
communities. Participate in quality improvement (QI) and TA
activities for the area, specifically for MSM & Transgender
prevention services and activities. Shares information with
contracted providers and other local partners. Enhance and support
existing local HIV prevention programs by working and partnering
with CBOs and stakeholders to develop and support local HIV/AIDS
initiatives targeting MSM & Transgender. Develops and provides
capacity building training and/or education related to HIV
prevention issues affecting the MSM & Transgender community.
Plan, coordinate, attend, and/or present at local, regional, and/or
statewide conferences, meetings, and workshops. Attend monthly
meetings of the Broward County HIV Prevention Planning Council.
Serve on advisory committees of community and health related
agencies as requested. Participates in local prevention campaigns
as assigned. Provide HIV counseling, testing and linkage services
when requested. Function as back-up instructor for the HIV 500, 501
and 501 Update classes. Establishes positive collaboration with
other FDOH programmatic staff in the area of Disease Control; i.e.,
STD, TB, Hepatitis, etc.

KNOWLEDGE SKILLS & ABILITIES
Knowledge of the unique issues affecting high-risk communities and
willingness to learn about culturally relevant interventions for
gay and bisexual men and transgender individuals, people who inject
drugs and people living with HIV/AIDS.
Knowledge and understanding of new scientific public health
approaches to HIV/STI prevention.
Ability to utilize problem-solving techniques.
Knowledge of methods of compiling, organizing and analyzing
data.
Knowledge of social network platforms and applications.
Comfort discussing sex, sexuality, and substance use.
Ability to plan, organize and coordinate work assignments to meet
deadlines.
Ability to communicate effectively.
Ability to establish and maintain effective working relationships
with others.
Ability to plan, organize and direct programs or activities.
Strong written and verbal communication skills.
Possess intermediate level, practiced knowledge of software
applications including Microsoft Word, Excel, Outlook and
PowerPoint.
MINIMUM QUALIFICATIONS
Are you willing to work before, during and/or beyond normal work
hours, or days in the event of an emergency? Additionally,
emergency duties are inclusive of working in Special Needs
Shelters, or performing other emergency duties, but not limited to
responses to or threats involving any disaster, man-made or
natural. .
Experience working in the HIV/AIDS field.
Experience in providing presentations & trainings.
Experience working with the MSM Community.
Valid driver's license and willingness to drive a county vehicle to
various sites throughout the day.
Available to work nights and weekends as required by program
needs.
PREFERRED QUALIFICATIONS
A minimum of 1 year of experience creating or expanding
collaboration with community partners and/or contract based
organizations.
A minimum of 1 year experience working in the HIV/AIDS field.
A minimum of 1 year experience in providing presentations &
trainings.
Experience working as a Health Educator.------------------
